Buildings can be constructed in Home Base to provide different functions, and are either exterior or interior.
It is possible to demolish a non-fixed building, but its only game benefits is freeing up space.
Time[]
All technicians assigned to civil engineering will contribute multiple man-days according to his/her technician level, trainings, and difficulty. Multiple technicians' efforts simply add up.

A typical game takes less then 150 hours to build all buildings (including extra labs and workshops).
Add to the fact that all technicians can build together, building time is rarely a concern.
Thus it is unnecessary to get more then one or two 
Civil Engineering experts, if at all.
