This training increases a character's contribution to the construction of buildings at the home base.

Major:

This training further increases a character's contribution to the construction of buildings at the home base.

Notes

A level 10 technician, without this training, need 7.45 days to finish a  Dome on Normal difficulty. With minor civil engineering, time is down to 4.4 days, and with major only 2.4 days.

Thus, having one or two major civil engineer can free up cut the building time, freeing other technicians for production. But having more then two majors will be hard to justify the training cost.
